I moved here 5.5 years ago from Logan. They had a great parking enforcement program there. I loved it! Sadly, parking enforcement here is dreadful. I'd like to see Vernal do what Logan does. They hire multiple citizens to do parking enforcement. They drive around the city and put a ticket on the windshield of any illegally parked vehicles. You don't get a warning. They don't even approach the driver of the vehicle, so they don't have to put up with any argument. The driver can go online and see a picture of their illegally parked vehicle and get an explanation of how they broke the law. The driver can go before a judge to fight the ticket if they want. The parking enforcers aren't law enforcement officers. They're just regular citizens. This gives law enforcement officers more time to deal with more urgent law breaking incidents. I, unwittingly, parked illegally twice in Logan between 2008-2014 and got ticketed. It was a $30 fine each time. I learned quick to stop parking illegally!
